The Joint Council for Economic Opportunity of Clinton and Franklin Counties, Inc. (JCEO) is a not-for-profit human services agency that serves the residents of Clinton and Franklin Counties. JCEO was created in 1966 as Clinton County’s official anti-poverty agency, two years after the signing of the historic Economic Opportunity Act (EOA) of 1964. Programs have changed throughout the years to reflect the changing needs of the community.
JCEO has served the residents of Clinton County since its inception in 1966.
The Cloudsplitter Board authorized a grant of $5,000 for JCEO’s Food Services Program in October of 2018.
